UK Conduct Regulator Publishes Brexit-Related Updates to Handbook
01/30/2020The U.K. Financial Conduct Authority has published a series of updates to the FCA Handbook relating to the U.K.’s exit from the EU on January 31, 2020, including:
- The Exiting the European Union: Implementation Period (Guidance) Instrument 2020, which inserts a new chapter into the General Provisions section of the FCA Handbook, providing guidance on interpreting the Handbook and certain other documents during the U.K.’s implementation period (which ends on December 31, 2020); and
- The Exiting the European Union: Deferral of Commencement and Miscellaneous Fees Instrument 2020, which ensures that any instruments made by the FCA in preparation for Brexit will not come into force until the end of the implementation period.
The Handbook changes come into force on January 31, 2020. The FCA has also provided an update on its Brexit-related activities and guidance via its website. It has also separately made certain technical amendments to the FCA Supervision Manual under the Supervision Manual (Reporting No 13) Instrument 2020.
