  • European Banking Authority Publishes Final Report on Banks’ Funding Plans Guidelines

    The European Banking Authority has published its final report on an update of its guidelines on harmonized definitions and templates for banks (credit institutions) to report their funding plans in accordance with the European Systemic Risk Board’s Recommendation on the funding of banks. The Guidelines apply to national regulators and banks that report their funding plans to national regulators in accordance with the local implementation of the European Systemic Risk Board’s Recommendation. The Recommendation sets out a series of proposals to improve institutions’ funding conditions and mandate the EBA to produce guidelines on harmonized templates and definitions to facilitate the reporting of funding plans. The EBA originally issued these guidelines in 2014, but has elected to amend them on the basis of experience gained through analyzing the data it has received and through questions raised through the EBA’s Single Rulebook Q&A tool.
     
    The majority of the changes are intended to align the breakdowns and definitions used in the Guidelines with the Financial Reporting Framework and to improve the assessment of banks’ funding plans. The Guidelines will apply from December 31, 2020 and will repeal the existing Guidelines on this subject from that date. The final report also includes a summary of the responses the EBA received to its consultation on the Guidelines.
